Just checked out the Collectibles guide here, and the kermit 3D Clapper pin was released in 1991, so that is the first muppet pin Disney released, before they owned the Muppets. This pin was re released in 2003, which has the year on the back.The first has Henson written on the back.

Probably best to find white shaggy fur and dye it dark blue.Most muppets are made with a seperate head pattern, but I dont know with Cookie.Doesnt look like he has any foam interior as the material looks very free and flowing.
