If we want to speculate on this, I'd say there's way more than one copy of this out there; you'd have to think Caroll has a copy, and realistically Sesame Workshop definitely has a copy of this in their "vault", not some former employee.

Yup; I think Jon Armond's clip was from someone who originally worked on the short, recorded it when it aired on an episode and then passed it down to an heir, and then the whole "you can't upload it to YouTube for ___ reason" thing happened.
