I have a crocodile puppet that I built a few months ago that has a 10-inch snout. I haven't noticed any problems with the lip synch on him, if that helps you to figure out the sizing.
I think the legalities lie in whether you say something like "An official Brad Pitt Puppet" vs. Brad "Bitt" or something like that. Also, if you have a spin on it all your own and they're a public figure, you should be in the clear.

I should probably clarify. I didn't build the puppets. I was hired as a freelancer to design the characters on paper for others to build. The team that built them were the same guys that built the Nike MVPuppets a few years ago (I worked as the designer on those as well).
