A still picture doesn't really help; you'd have to watch the video and see how they move as she shifts around - can they straighten or are they a fixed shape?
Like Animal31 said, they are quite possibly different sets of legs, each in a certain pose - either attached to separate puppets...

Also that they're often wearing clothes that conceal the puppeteer's arm coming in - eg. Mokey's drapey cloak...
Before everyone freaks out too much over the word "reboot", IT'S NOT A REBOOT *YET*.

To be fair, the first few episodes are the ones people are most likely to complain about, especially if minimal advertising means they haven't realised the actual tone of the show, assume Muppets are for kids, and/or expected The Muppet Show.
Still very disappointing that they've cancelled it...
I'm quite aware they erase the arm-rods later; I just find it interesting when you can see them!
As for the water, yes it's easier to CGI it in - and I'm not saying they shouldn't be doing that - or it's even easier to shoot from a lower angle where the water isn't visible at all, which is also...
A few thoughts/observations:
- either they're CG-ing the water in later, or this is an on-set photo rather than actual footage, because you can see right through the back of the tub.
- did anyone else notice Zoot's feet hanging out of the front of the tub?
- arm rods and shadowy puppeteers...
People who are excited about characters being "back" - remember this was made several months ago; Steve Whitmire talked about it at DragonCon in early September, before the new show started. (But it's still great to see them again!)
That was great! I was hoping they'd include "Bless Us All" though. Maybe they could have done less of "Scrooge" and fitted it in...
I'd love to see a real stage version of the musical sometime. Whether they kept the Muppet characterisations or did a straighter adaptation of "A Christmas Carol"...
