MuppetDude. Off the top of my head, I don't remember the two AMs you mention. But the crazy game show announcer voice in those Letter of the Day segments is Matt Vogel.
Matt's an amazing voice talent, but no, there are no plans to recast Guy Smiley.
Daffyfan. Matt plays Oscar whenever Big Bird is in the same shot, and whenever Caroll isn't around. You won't often hear him. Caroll either pre-records the voice or loops over Matt's scratch track.
Fozzie Bear. Jerry is still doing the Count, Mumford and Herry, plus as many AMs as he can fit into his schedule.
Dwayne. Sorry, I wasn't very clear. Jerry has retired from performing the classic Muppets but his characters are alive and well.

Kevin Clash performed the puppet on set, voice and manipulation included. Kevin had a tape recording of Frank's performance from a read-through as a performance guide. Frank Oz later dubbed over Kevin's vocals.

Luke. I can't speak for Frank. Nobody can. But I don't see much ambiguity. He does what he can and always has. When promoting his films he would prefer to talk about the film than Muppets. When giving interviews he speaks honestly, occasionally criticizing Muppet projects and his own work...
Fozzie. Most of this is common sense. "When do they opt to use voice-over/dubbing?" If a character's performer isn't available, another performer will stand in. They'll usually impersonate the voice, but where possible, the original voice will be used. This is standard practice.
