None of the Muppeteers from the US dub the voices; the voice actors are very good at the dubs. In fact, I believe that a few of them became puppeteers for Plaza Sesamo in 2000 (when they added more characters).
Wait. I saw some parts of that special and Kermit still had those non-flippery feet and no collar (but a red shirt). So he was a frog before "Hey Cinderella"?

The Weather Guy was a light tan whatnot in a business suit, and had live hands. He had a small pointy pink nose, sleepy green eyelids, and short brown hair.
1) Scarecroe has an audio file of the original "We Are All Monsters" on a record, and Jerry definitely does the voice.
2) The "Me, Claudius" voice sounded almost exactly like his Two-Headed Monster voice.
3) The way Brian performs: the mouth often moves more than once for some syllables...
