Her name was Winsome Witch but her nickname was Winnie. She had her own series as part of the Secret Squirrel show and she later became a racer on the Fender Bender 500 cartoons.

I think cartoons stopped using laugh tracks when the 80's came around. That always puzzled me wondering if those cartoons were filmed before cartoon studio audiences?

This was truly a treat when I visited Disneyword in the early 90's. I especially liked Waldo, the computer generated Muppet, that was first featured on the Jim Henson Hour. And I also liked the pre-show that happened on the TV screens while we were waiting in line.
I always liked the Attack of the Killer Tomatoes cartoon series the best. With it's neat characters, voice actors, stories, humor, spoofs of sci-fi and horror films, and the way they joke on how the cartoon is low budget just like the movies.
I was just watching the brand new Mr. Men Show on Cartoon Network and I discovered that Katie Leigh did the voices of Little Miss. Chatterbox, Little Miss. Daredevil, and Little Miss. Helpful.
