There's no point writing to Sesame Workshop, they have sold Palisades the license and they can produce the figures. They aren't the problem - it's the retailers. Main people to write to are the main toy stores as well as any little toy/action figure, collectables or TV/Film memorabilia sites...

It could be that Beau's animated one is only a few frames - maybe it doesn't detect that its animated.

I thought they did the rats very well - i think it's more appropriate they be given things like the rats and be given the opportunity to do whatever they want with them and use their own styles to create the character ... rather than being given characters like S&W, Sam, Teeth etc so early and...
