I'd guess because of Steve Whitmire. He always put Rizzo in the background, and that probably gave the writers the idea of including rats along with their penguins, chickens, cows, pigs, etc.

It's the show where she teaches Big Bird how to dance ballet (he wants to learn "Swan Lake"). She also shows up in the 29th season premiere, when BB greets everyone on the Street.

The song "The Size of It" incorrectly labels Joe Raposo as the singer. It's actually Bud Luckey (from the Donnie Bud series).
That's pretty much all the episode tells about Mr. Hooper. The last scene does show him putting Mr. Hooper's picture up on his wall, and meeting a neighbor's baby. A line from a previous scene was repeated; in an earlier scene, Gordon asks BB why he's got his head turned upside-down:

The extended version was written for the special, but was cut for time. Thankfully it was released in the 2005 DVD release, played over the credits of the behind-the-scenes special. (Incidentally, the cut lines were Paul Williams' favorites!)
