Why were the rats all over the theater in the Chris Reeve episode?

I'd guess because of Steve Whitmire. He always put Rizzo in the background, and that probably gave the writers the idea of including rats along with their penguins, chickens, cows, pigs, etc.

In my opinion, it would have made more sense to have the rats showing up all over backstage during the first season since it was like Kermit had just gotten the theater.

Yes but...there was no Beauregard then! And I wouldn;t trade the "They made me president!" line for anything!
