It has. There's a note next to his name that reads "no such mention in any Season 24 script ". That basically means we've looked as hard as we can for now with the current materials available, it looks unlikely, but we're still tracking it because it was noted in Sesame Workshop documents.
It's looking very unlikely. Although, I can imagine a scenario where he came in very late in the process (after a script was completed), and filmed something that was either written for someone else, or largely improvised on-set. That said, the likelihood of a celebrity of Hanks' prominence...
That's an interesting list. We're pretty sure that Tom Hanks never appeared. Which is a shame. Some others appear to have been announced in the press, but also didn't happen. Some of them are detailed here.

Gordon and Susan engage in a conflict the likes of which you'd never see in children's programing today. Plus, an appearance by Caroll Spinney's "Baby Monster" (who he has repeatedly, erroneously referred to as Elmo for years)...

Yeah, "final air version" doesn't really mean final air version. It's more an acknowledgement that "this is what we think is the final version of the script".... when in reality, there was still plenty of time to change things in the writer's room, not to mention right down to the day of...
That change seems like a shame to me. I liked that it was written to show Oscar and Bruno's first meeting, but I guess they had other ideas in the writer's room. This might be the most drastic change from script to screen I've seen so far. You can still read the synopsis for the original script...

I really enjoy Gina's first episode. It's a great introduction to the character, the science theme is solid, and it's got a previously lost song by Joe Raposo. Hats off to Nancy Sans for this one.
