who are these guys?

Does anybody know who these guys are?

They are described as Sesame Street cops, but I have never seen them.They perhaps could be Sid & Marty Kroft characters but the Cops on Puffinstuf had black Bobby style helmets.
The figures are dated 1994/95 LCC/KCET
PS just found out that KCET is the West Coast division of PBS.

Thanks for your help.I havent heard of this show before.I did a quick search on it and found out some Muppeteers worked on the show, so I wonder if the Muppet Workshop made them?

No, I think Kevin Clash was involved in making the puppets for this show. That's why there are kind of similar in desigh to the muppets in a way. I used to love this show by the way!
