Just to ensure they never get pardoned, and usually get charged with one life sentence for every murder they commit.

It almost became a comic ritual, every five years they'd march Charlie Manson in front of the parole board, they'd turn him down, he'd give them the finger, then back to his cell for another five years.
At least every time he showed up he got another tattoo on his face. Gotta look his best.
