Any theories on why certain characters didn't make the cut?

    It's reasonable. They had a budget and time constraints. They couldn't make all of the characters so they made the necessary ones to the plot and as many other ones as time and budget would permit.

    The movie was jam packed as it was. I'm sure stuff was scripted, but didn't even make it past that stage. Not to mention all the puppeteers that they'd need to hold all those characters on screen at once. It's completely forgivable noting the last bunch of theatrical films had a lack of characters. Though the boarding house opening of MFS had a LOT of Muppets in it... most of them were old stock characters or left over MT characters.
