The talk was that this new Zoe fit Fran better so she'd use it in Season 40. Then we kinda came to the concensus that it was weird-looking. Following that, SST kinda agreed and said it wouldn't show up in the anniversary season, but that obviously didn't happen as evidenced by it showing up in this year's episodes and also being proclaimed as heedious.
The thing I find strange about that is that... well, frankly, the puppet looks awkwardly performed as well. Maybe it's uncomfortable to use, maybe it's movements are condensed because it's so small... but I just feel that Fran feels that it's as awkward to perform as it is to look at. But that's only what I'm gathering.

Personally, I feel that Zoe is a fabulous looking monster character that has a lot of nice subtlety in her design... and a lot of that is lost with the homunculus puppet they have now. I'd liken it to trading down a Kermit the Frog puppet to the hollowed out plush used in this commercial.
