It was a cartoon skit where an unseen voice says something like,"I see your an elk" The word elk was spelled out at the bottom.Then the k dropped off and got replaced by an F.Then an argument broke out between the elk and the announcer."You're an Elk,not an Elf "-etc.

It sounds like a cartoon from Electric Company, and I think it was also shown in one of the "Noggin" episodes. The announcer is not off-screen though - he's on the left talking to the elk.
