I don't have a visual aid this time, but I've got to know who this guy is...

He's a small light blue puppet with short brown hair, and a suit. He's very flexible (his mouth almost works like Kermit's, only non-smiley), performed by Frank Oz. He was part of the conference about the title of the new children's show (Sesame Street), at one point, he said "Hey, if these kids can't read or write, let's call the show: "Hey Stupid!"." I've seen him in other skits before, but I just remember his best from that one. Know who he is?

no Grump was the pink dude that looked like the Chef. The muppet that he was talking about was the blue one that was in the Sesame Street Pitch reel.
