Who Played the Frank Biondo Muppet?

I watched part of the Wormadega episode on YouTube today, and was wondering if anyone could tell who performed cameraman Frank Biondo's Muppet doppleganger? I'd guess Kevin, since he sounded kind of like Clifford, but Kevin was obviously already performing Elmo in that scene, so I doubt it was him, not even dubbing the voice.
