Does anyone know who the muppet is that was kind of a nerdy character, with a turtleneck, big thick glasses, curly black hair and no chin?

I know he's seen in background fairly often in Muppets From Space, but I don't know his name, or if he even has one. I don't ever remember seeing him anywhere before MFS. Can anyone else provide some answers?

His name is Chip, he was first seen on the Jim Henson Hour.

He was part of the Guerilla Television group, which would often override Kermit's signals and broadcast their own crummy programming.

Wait I found an image, and that was not who I was thinking of although he did fit my description.

The character I am thinking of is greenl.
