What is Lew Zealand's suit?

Hello. Can anyone please help me out with this? I have seen Lew Zealand in Muppet movies for a very long time, but I could never find out what kind of suit he wears. He is always wearing that red and white suit, but I can not make out what kind of suit it is. It looks to me as if he wears a harlequinn costume. But, I am not very sure. Does anyone have any ideas? Thanks.

From what I can tell from the figure, it is mostly a standard ring master outfit (red coat with tails, white vest, white puffy pants, knee high black boots) with the exception of his frilly clown like collar.
