The green muppet who sang "Oh I'm Between", and was sandwiched between a fat blue monster, and a skinny green monster. The reason why I asked is because I wanted to make sure, he has kind of an Ernie with a soar throat voice.

Yep. He's named Mr Otis in Lulu's Back in Town. This puppet is almost identical to it.
