Was Scooter used as a whatnot in the 90s

So we know that Richard Hunt died in 92, along with most of his character is being retired for the time. Though I noticed some of the Whatnots use in the 90s look awfully similar to Scooter.

I just noticed this on Muppet wiki. Plus knowing what happened to Scooter throughout the 90’s due to Richard’s passing...yeah I had a question.
