Wanted: Walk around muppet-Style Puppeteer Costume

Hello all! I am hitting the task of starting a new anti-drug program for our sheriffs office to take to the local schools. I have been trying to find someone who can create a walk around style muppet costume, sort of like big bird or bear in the Big Blue House. So far the only places I have found have been professional companies, charging a very hefty price tag. Any suggestions?
