Part of me would like to think that the reason for the delay
might be that Disney hasn't made Matt's Kermit final and
that they are waiting to see whether to bring Steve back
or not.

According to Mike Quinn, Steve tried absolutely everything he could but they flat out refused to listen to him. So I doubt that very much.
