It's english. Yeah it freezes where the lights should be flashing. Someone left a comment wondering if it freezes because of "the whole Pokemon epilepsy controversy", to use that person's words. That's exactly what I thought when I was watching it, too.

I figured that, or they were using that Cheesey anime bit where they freeze frame the action when someone fights someone else.
