I need help! There is an on-going (friendly) inside joke at our office and I need help identifying and finding a picture of the Muppet character who could not lower his arms -- they are always raised in the air. Please help! I remember watching the episode, but I was so young, I can't recall any details.

I grew up with Muppets and love them dearly. Your help is aprpeciated!
