Robin The Frog all the way. Not only did I love his cute personally (despite being a ruthless frog), his songs I can tell were sweet and poignant to the point.

I'll say, Wembley's cute too, but Robin was always my favorite classic Muppet ever since I saw the Muppet Christmas Carol when I was a little girl. Who can say no to loving frogs?
I will take back of what I said way earlier. I will have to go with Wembley Fraggle as the cute one. I know he's energetic and indecesive, but I think he's adorable. I am not just related to that Fraggle, I am him.

Wembley - 20
Boober - 10
Robin - 9

Hmm... Let me see here... Cute with intention, or cute without it? Well, Robin prefers to be taken more seriously in a grown-up way and Bean actually knows that he is cute and cuddly. They are both so cute! But, in all honesty, cute without intention ALWAYS wins the war. Robin!
