*even though he's still water, out of the rain, the water he's made up of seems "different" than normal water. Even though it feels wet, it doesn't leave any wetness behind.*

*his clothes, despite being made of water, are still clearly visible and separate objects. Every detail of him normally is still visible, some things more noticeable than others, except color since he's pretty much clear*
