Something like moving water around, like we're out in the sea and I can use my powers to form a little water ball with some of the water.

That's it? You can do that through a loophole with telekinesis

Something like this but for longer. Oh, and limited control over waves and bodies of water. Like, somebody falls in a lake and I use my powers for the water to be shaped like a hand and to put the person back to the shore or generally making sure the person wouldn't drown.

You know, I wonder to what extent I can control water, since I can merge with it. Like how much water can I take control of...

*sticks hand in water and tries to turn into water but nothing happens*

Hm, perhaps it depends on the body of water. Let's say you're in a lake now and the amount of water you can take control of equals the amount your body takes up.
