Technically, you are supposed to have a license for cerberuses, but you don't need one for mini-cerberuses, which is what he is...

I never thought much about the whole saying that you don't pick your pet, your pet picks you...but I think that was the case here...out of all the things they had, Spike was the only one to react to me...and he just kinda ignored everyone else...
