Well...ghost powers come from energy...and it's made inside the body...

...and since humans cannot make the energy, they can't use ghost powers.

But if somehow energy was put into their bodies, they would be free to use it until it runs out. But if too much is put in at once, it can...fuse with their dna and make them half ghost...
