They only use retired Muppets for workshop puppets?
The use retired puppets and puppets built specifically for the workshops. Of course this doesn't take into account when main performers like Matt or Stephanie perform characters like The Count or Prairie Dawn during the workshops.

Yeah occasionally for workshops they will use retired characters strip down to basic form. I saw both Humphrey and Papa Bear like that.

Wait . . . Papa Bear's a retired character now? Well, I guess with Joey leaving on somewhat poor terms. . . .

While Humongous Chicken and some Grouchland characters are commonly used on Sesame Street, Bug and the Pesties are rarely on the show. So those insect puppets are barely retired characters except that he even returned on the Elmotivation short and not sure if they'll use him ever again even for this season:

Ah man. Would've been cool to see a teensy weensy appearance from Joey but nope.
