Yeah for a while I thought it was just Fat Blue (or Kermit back when he was on the show), but he does really know how to push people's buttons with his incompetence.
In the little baby with a terrible grip handful of Elmo and Grover segments, they manage to make the best use of the characters. Grover does his incredibly incompetent/highly inefficient/completely oblivious routine while Elmo is more hands on and a wizkid. Elmo's the big character on the show while Grover has enjoyed a slightly smaller level of success in recent years. Slightly. It's strange and disappointing that there aren't more interactions like that between the two characters. It's brilliant and they have this great almost Looney Tunes-esque play between the two, but they don't actually do anything with it.
