Question about vintage animated letter "Q" segment

I remember back in the 70s and very early 80s (definitely not shown in the recaps during the 1981-82 season), there was a cartoon segment involving a duckling singing about the letter Q. I wonder if that segment was what was considered the "Filmfair Q" segment that many people have been trying to figure out? If I recall, Filmfair also dealt with cartoons and not just stop-motion animation.

Also, is the letter Q segment with the singing duckling on YouTube?
