IMHO, when it comes to being a Muppet performer, a guy either 'has it' or he doesn't. This tricky 'has it' is pretty hard to define -- however this video, posted by Duke above, shows EXACTLY how Bill 'has it' -- even when no puppetry is involved. It's simply a part of his nature...
