Parrot puppet mechanism, suggestions?

So, i had this cool design for a parrot puppet that would sit on my shoulder and i would operate the mouth eyes and arms with one hand maybe on a string or something or other, but i already designed how to arms would work, but I really am interested in making blinking eyes, and ive seen a lot of people talk about them and show theirs on youtube and when i say mechanism i dont necesarily mean this big mechanical lever or something or other, just maybe something i could fit into my hand while im puppeteering. so i was wondering how one would go building a mechanism such as this and just to clarify when i say eye mechanism i mean blinking eyes like telly from sesame street.... i would put a telly emoticon but it appears as if there is none

I wish I knew, because it sounds awesome. We have looked, too, but haven't found any HOW TO, just the end result. I'm making a chameleon puppet next and REALLY want him to be able to blink!
