Origin of the expression, "Christmas in July"

If any of you have seen that really old movie "Babes in Toyland" with Laurel and Hardy, there's this one part where stan and ollie are giving a christmas present to the mean barnaby character. After presenting it to him, Barnaby says "Christmas in the middle of July??"
