Odd Plush Animal

My guess is its a Halloween costume themed plush - like the number of odd Muppet plushes of the characters wearing bizarre costumes that show up in claw grab games this time of year.

Either that or Animal came across Gilda Radner's old operetta partner and immediately figured "LUNCH!"
