Actually, that was drawn by Guy and Brad Gilchrist, who drew the Muppet comic strip in the early 80's. They took over the Nancy comic strip in the mid 90's from Jerry Scott, who started his own comic strip (Zits) with Jim Borgman. Makes sense that the Gilchrists would continue making references to the Muppets. They're huge fans.
