I don't know about how they did it, but you just need a program that can make gif images. GIMP is a free one that you could use to make smilies and animate them. You have to make individual images of each frame of the smilie and the program links them together, displaying one frame at a time.

Oh man, I'm sorry, I got the two of you mixed up... forgive me, it was early in the morning and I couldn't think straight.

A brief explanation on how I made my gifs:
I first create the frames in MS Paint, then I drop all the frames into the gif editor included in Photoscape.

I don't know if it's his chin fur, his smile, the animated ears or his eyes, but this Bean smiley seems to have a bit of a sinister appearance.....
