The eyes are just ping pong balls with the inside spray painted white to take away from the opaque look of the plastic. As for the pattern, there is no real accurate pattern out there so you have to kinda wing it. It takes a couple of tries to get the right measurements so that the neck is long enough and the dimples form correctly. I actually changed the mouth plate quite a bit after this picture was taken. I made the ends more pointy and made the mouth plate smaller.
The eyes are painted from the inside? Do you mean you use transparent balls?

no I use white ping pong balls but without painting them on the inside, they are very dull looking. Putting white on the inside makes them look more solid and vibrantly white.
