I checked out the final scene from The Muppet Movie on YouTube this morning, and I do not see Herbert anywhere. Of course, the camera likely zoomed out so fast, and either the video quality is blurry or I can't see it clearly with the glasses I am wearing.

Could it be possible that the Herbert Birdsfoot thing may have been a misperception on someone's part, and maybe it was just a random Anything Muppet of some sort.

Due to the nature of the shot, it's really hard to make out who exactly is in the group in the film itself, but as LittleJerry just posted, there are photographs that help decipher who is in the crowd.
