Is Herbie a puppet

I just watched "Herbie: Fully Loaded" and was wondering, could Herbie be considered a puppet? (I know some of the effects were CGI, but bear with me.) Animatronics were once considered puppetry so would this be puppetry too, or just a gimmicked car?

I think its considered a puppet because the eyes move & blink also the fender smiles and is all controlled by a remote control......some were gimmicked cars (they built 15)

I just saw a little documentary on the Disney channel and they reffered to Herbie's operators as puppeteers.
