The Canadian version of Episode 3128:

You might take note that despite it being a Season 24 episode, they still use the Funky Chimes music for the funding credits. The opening theme is also heavily edited.

Seems that way. Also, what were they thinking with that voice? Between deep-voice Kermit and always-whispering Ernie, they have some weird dubbing choices.

True. As Drtooth pointed out a while ago when the Sleeping Beauty News Flash (where Sleeping Beauty turns into a frog) was once seen on YouTube as part of an episode (which is sadly no longer available at the moment), it seems like on Barrio Sesamo, Kermit is supposed to be a chain smoking washed up ladies man!
