Droop appeared in The Muppet Valentine Show as part of the main cast, and I believe he appeared during The Muppet Show as well.

Droop, as apparent by his name, was droopy. He was always depressed. During The Muppet Valentine Show, he got upset about not having anyone (that changed when Miss Mousey dumped Kermit and a giant rat for him...).

Droop was performed by Jerry Nelson.

Do you have a picture of him?

(someone else should be able to give you more info on the character...)

I saw an old design of him where he had a more evil look in the eye. He was done by Eren Ozker,Jerry Nelson and Jim Henson.
It was built by Caroly Wilcox. His original name was P.J. Dripsnout.
