How to make a posed figure

I wonder how people make (as example Red fraggle) a Posed figure,what is inside the body?
Is it wire with foam or first a skelet.
I want to make such a figure but i don't no how to start with it.
Maby some people can help me with this.
I want to make the fraggle family,and not the handpuppets,i have the Butterick patterns,and i can modify it.

I think it's some type of bendy metal wire with foam on it and cloth on top of that. I think you have to build the skeleton of the character with the metal wire first, then cover it witht he foam and then the cloth.
