These included such positive attributes as per-pupil expenditures, public high school graduation rates, average class size, student reading and math proficiency, and pupil-teacher ratios. States received negative points for high drop-out rates and physical violence.

I'm not sure where you could get the actual break-down of the stats.

I can't divulge my exact location, but I am near the East Tennessee area... as the crow flies.

But to be more confusing, what is "near" anyway. I am closer to Massachusetts compared to people, say, in the Ukraine...Can I not say that I live near Massachusetts in that context? Think about it...scary stuff.
