How do Fozzie's ears wiggle?

I was watching my Muppet Show Season One DVD recently and on most of the shows Fozzie Bear wiggles his ears, how did Frank Oz do that? is there a special button inside Fozzie or is invisible string being used for the puppet? thanks any information on this mystery would be appreciated.

By radio control.This feature wasnt used for long as the equipment added a lot of weight to performing Fozzie.It would be great if they brought the wiggling ears back because the motors will be much smaller and lighter now.
