Herry Monster's Boxer Shorts

I've noticed in illustrated book appearances he wears boxers but on screen there was never a full bodied version of Herry. When was the boxer shorts added to him?

Actually, we've seen Herry full bodied on screen before. During the final number from THE STREET WE LIVE ON, he's sitting on the stoop, but there, he isn't wearing boxer shorts.
