I found it! I first found a sold listing of it on etsy but it didn't have any info on it so I kept looking and then I found a eBay listing that sold at $14, it said it was made by Applaus. I then looked found the Muppet Babie Applaus figures on muppet wiki. He's part of a circus set he's one of 6 figures. I have no idea what it's worth but considering one sold for $14 I'd say around that amount.
